What follows is a brief account of these three phases, with a particular focus on the latter two. Although the US ambition to establish a sphere of influence in the hemisphere free of European interference was declared early in the nineteenth century through the Monroe Doctrine (1823), the International Conference of American States in 1889 marked the first concerted effort to articulate a Pan-American regional order under US leadership. Among other things, the Conference, which was held in Washington and attended by 13 Latin American nations, led to a series of commercial and trade agreements and the creation of permanent secretariat that would later become the Pan American Union (and ultimately the OAS).

This research was supplemented by an extensive review of democracy assistance programme documents in three languages, statistical data on democracy assistance aid and primary documents on US and Canadian foreign policy. Chapter 1 examines how Canada and the United States have sought to construct a regional order in the Americas based on a combination of neoliberalism and polyarchy. It will introduce the theoretical approach and will provide an historical overview of US and Canadian foreign policy in the Americas.
